A few notes here.

It was Nixon who really led the push to a far more strict anti-drug stance, and it’s historically been conservatives who have wanted to maintain or toughen that stance. One of the things which led me to drop support for the Republicans was my inability to reconcile the gulf between the stated goal of many Republicans and conservatives to maintain a state which allows its people freedoms and liberties, and its track record of legislation on things like gay rights, and later prostitution, drug policy, and criminal justice matters.

Liberals are not the same as leftists and liberals are typically not the ones wanting to expand the government’s purview, it least not to the extent that leftists might. But, drug policy is one area where both liberals and leftists tend to have some agreement.
