That transition period began the day Biden was elected so they've literally had more than two months to "digest" this. If they felt that there was no plan, or that the existing plan was inadequate, then shame on them for walking in and not having one ready "on Day 1," as Biden is so fond of saying.
Since Trump refused to admit he lost and was way too busy filing frivolous lawsuits about “fraud”, he didn’t share the details of the plan with Biden’s transition team. Kinda hard to plan when you have no details about the deals made to get and distribute vaccines.

Well, Biden's executive order on mask-wearing on all Federal Lands and buildings is certainly welcome news. Of course there is no evidence of transmission in our vast outdoor federal parks but symbols are very important.
My understanding is that both dogs will be wearing masks in the White House. Again, it may not be science but the symbol will show how much Joe cares about us.
