I've got a set on my desk for renovating a 6000 sf town hall with 2 restrooms. Bids came in between $6,200,000 and $8,000,000. And the $6.2M wasn't even a qualified bid!

Costs are highly controlled - they are dictated by GSA and unions - and all public projects bigger than a very, very low ceiling have to go to public bid and HAVE to take the lowest reasonable bid. And you better have a very, very good reason to throw out a bid, or else the contractor will hold the project up in court for potentially years contesting it.

Exactly. The problem here is that people think $1.2 million is a lot of money, but it's peanuts in the construction world. I think the terminology we used was "lowest responsible bidder". That way we had the ability to go to the No. 2 bid if we discovered that there was an error in the calculations or if we found out during the background check/vetting that the bidder had some issue that would preclude us from awarding.
