She's constantly laughing like an airhead because even she doesn't take herself seriously. No one else does, either, given what her mentor Willie Brown said about her. He admitted he appointed her to career-boosting government positions because they were "dating" at the time (Brown was married to someone else during the entire relationship).
I've worked with some managers/leaders before and they all have ways they hide their stress/nervousness. One guy used his forefinger to pick at the skin around his thumb, another constantly had a big cup of ice/water that he would sip out of in big meetings, and another ironically had that same nervous laugh that Harris has.
Normally when you are laughing with a person you are connecting with someone, it also can show that you are relaxed/calm, and it can also buy you time when you are trying to formulate an answer to a question. I think Harris uses it for all these purposes in addition to just instinctively laughing to any question as a self-soothing gesture.
She's probably done it for so long that she's not aware of it. If she wanted to stop she'd probably have to make a deliberate attempt at this point.
I'm guessing you haven't seen her laugh. It's most certainly not a joyous laugh. It's very creepy and comes at odd times.
Oh yeah, so very true. There is something totally creepy about it, kind of reminds me of a deranged super villain cackle. No one with a reasonable level of emotional intelligence would mistake it for joyous.
