The cure for that is the same as it was in the USSR. Dig a big trench. Arm a group of sadistic soldiers with 30 cal machine guns. Gun the subhumnas down. Bury them. The Soviet hierarchy understood that those who refused to be enslaved to the state cannot be reformed and must simply be liquidated. Same applied to Nazi Germany.
