They cuffed her (for safety) but didn't pick her up because her kicking could damage them.

Yes, children going wild can cause a lot of harm, if you don't know this you should.

Police are often times terrible, but not here. They did everything right.

If you want to blame someone, blame our society for creating so much degeneracy and mental health problems.
PLEASE. I worked on psychiatric hospitals in the 80s. We had plenty of violent, out of control patients, both adults and young children. And we psychiatric aides, never needed cuffs or pepper spray to restrain a patient and keep him or her from harming self or others! What kind of training are police receiving these days? This is insanity and in no way defenseable.

Societies for expecting police officers who are trained to apprehend criminals to do the job of social workers who are trained to deal with hysterical children.

Do we send butchers to do surgery, arsonist to put out fires.

The officers of course, but society has a hand as well - starting with her parents, but it extends beyond that.

Ultimately, I feel sorry for the girl. Sounds like she has been raised in a crappy home with crappy parents who gave no support. Frankly, if more details come out, she may have been justified in wanting to take her mother out. I mean, that is never justified (almost never) but you get what I'm saying. It could be a form of self defense. Far too many kids growing up in this situation today, and we wonder why violent crime has skyrocketed among the youth.

I got no words..some of these cops are out of control..now you can't tell me that two grown ass men can't control a 9 year old handcuffed girl without having to pepper spray her..there was at least 5 men and 1 women cop..
They could have just showed her behind in the back seat and shut the door.. Did you hear her say she had a 'bad heart?' Nice touch.

And to those who say a social worker could have handled this, you have to get her to the station first. Social workers generally don't come to the house to meet the PD. They go to the station.

They clearly operated in "production line" mode. ( Standard "shove her in the car, deliver her to the point of destination, and we are all done.")
Can't do that, when children are involved.
So their supervisors need to review the procedures.

Just different restraint and sedation?

But they should. They do on TV.

Actually a social worker should have been involved way before this.

With other words, yet another bureaucratic "production line," where child's immediate needs are completely ignored.

And that's how the pepper spray comes in place as the ultimate solution.
