ok President Trump declared a state emergency for PR only after being forced to from his aides then he placed a crap load of restrictions on how the money could be use.

It took him 4 days to do so, when 3 days before that everyone who watches The Weather Channel knew about the catastrophic damage the storm had left. Probably took his staff 3 days to convince him that Puerto Rico was part of the United States.
But do you really want to bring up Trump and Hurricane Maria? The list of insults goes on quite long, starting with the lag in declaring a disaster to throwing paper towels at people and missteps in the recovery efforts for the remainder of his term.
