Oil fired Power Generators have not really been preferred for a while. In the Texas area it's just cheaper and cleaner to use Natural Gas or coal. And when I say cleaner I understand that oil fired Power plants require much more to maintain because oil is much harder on the equipment.
This was the case way before global warming ever became an issue. When natural gas technology got up to speed it was an absolute no brainer type decision.
Because federal policy started discouraging their use 40 years ago. Most utilities switched to cleaner, cheaper natural gas, which is also abundant in Texas. Petroleum power is only about 1% of the US capacity.
Oil burning power plants went the way of the dinosaurs after the 1973-74 Arab Oil Embargo.
