Wyoming levees big extraction taxes on its oil and coal. But since neither of those sources are being extracted, the state hasn't collected very much money from them for the past several years.

The billionaires in Jackson Hole put their foot down and put the state on notice they've paid all the taxes they are going to pay, and if the state leans on them some more, they will sell out and move on.

So the Russians are going to be welcomed with open arms. Those Republican ranchers won't care who it is who pays the tax bill as long as it isn't them.

US companies and other foreign subsidiaries are mining all over the earth. Hell the largest copper mine in America and the 2nd largest in the world is owned by a parent company based in the UK. Those are American resources but geographically and sold to Americans but the assets themselves are own by Brits. We don't really care because Brits are our Allies but it could potentially be the opposite.

They were at 20% when it was first bought by Russia for 51% ownership, then slipped to 10% a few years later when Russia fully owned it. It has further slipped.

Further more, the US imports most of its uranium anyway, the US is not a large producer of uranium, it is tenth in production actually, a paltry 67 tons. Compare that is Kazakhstan at almost 23 thousand tons, Russia itself produces 2900 tons.

You are getting angered over something that has not happened, nor will happen, in that you think Biden is going to grant permission to export uranium from the US. But I ask, what uranium? The US hardly produces any and actually imports most of it.
