Polls lie but how can anyone have an opinion? Nobody has seen Biden since he's been President, he's the first President in history to not give a State of the Union, and the media has been dead silent on all his mistakes and misgivings that are happening internationally.

The President has to be invited to Congress to give the SOTU. He does not determine the date.
