How does the head of the DOT get away with this and why didn't the DOJ take action.

The Transportation Department’s watchdog asked the Justice Department to criminally investigate Elaine Chao late last year over concerns that she misused her office when she was transportation secretary under President Donald Trump but was rebuffed, according to a report released Wednesday.
The report said the department’s inspector general found that Chao used her staff and office for personal tasks and to promote a shipping business owned by Chao’s father and sisters, in an apparent violation of federal ethics rules.
Transportation Secretary Elaine Chao reportedly still owns stock in a construction company that she previously promised to divest from upon taking office.
The Wall Street Journal reported Tuesday that federal disclosure forms show Chao to be the owner of nearly $400,000 worth of stock in Vulcan Materials Co., a major supplier of materials for road pavement and other construction projects, more than a year after she promised to trade the shares for a cash payout.
Not sure how anyone can take you seriously complaining about this, while you say nothing and support many who do likewise.
Government civil servants are required to divest themselves in positions that are far less powerful than Chao but she ignored the regulation for her entire tenure.
How does the head of the DOT get away with this and why didn't the DOJ take action.
