They are hoping you don't divide $1,000,000 by $25,000 and see they are 'repairing' only 40 people a year.
So..how on Earth do they determine qualifications? By what race you simply claim? By shade of your skin? By genetic test? Simply stating "black" is very broad. What if you're half black half white? 1/4 black 3/4 white? Etc? What a mess.
Like others, I see an influx of people wanting to take advantage of the program and everyone else bailing.
I hope this fails, and I hope it fails in spectacular fashion. I hope that every non-black person moves out and Evanston becomes a Third World dump. Why? Because I'd rather that the rest of the nation learn from one city's experience than if we all go down the tubes at the same time. Reparations is a horrible idea that will do nothing but cause division and strife, and it needs to die a painful death, sooner rather than later.
Edmunton's budget is around $300,000,000 per year. The $10M in reparations is spread over 10 years, so its basically $1M per year, or .33% of the budget. Another way of looking at it is that it will cost every person in the city a $13.33 per year. I'm not a fan of reparations in general, but if this is all it costs to make folks happy, it sounds like a bargain.
Of course it won't be nearly enough to make anyone satisfied and happy, or to solve any problem. But yes, this argument will prevail, at least in towns like Evanston that are dominated by universities with big endowments. Look for Cambridge, Massachusetts to be next.

I grew up without a dad. I think families that had dads now owe me reparations. Where do I submit my application? I'm white do I still qualify?
Racism is racism. The government should not be taking money from those for no other reason than being born with the wrong skin color (white) and giving it to people who for no other reason were born with the correct skin color (black).
You’re not providing any proof that the people in Evanston paying the taxes to pay for this will mostly be white people.
Evanston isn’t that much more than 50% non Hispanic white.
