I don't know, let's have fireworks control? At least require that illegal fireworks b e licensed and stored safely, and registered. Maybe background checks for people who store illegal fireworks?

Why would people have these in their house?

Here in South Carolina, fireworks go on sale for 50% off right after major holidays. People stock up while they are cheap.
