Wyoming has less people. When Alaska was made a State, was the argument made it would increase GOP representation?

It should be a State, and the Constitutional demanded D.C. will continue, albeit, much smaller.
Doesn't matter how big it is compared to Wyoming. Every single resident of DC knew about its political position before they moved in. It should not be a state.

That would be a decent compromise. Carve out a ring of surrounding counties including NOVA and Montgomery, PG and Charles County in Maryland to create a new state with several million people.

It could gain traction because it'd allow the rest of Virginia to return to the Republican fold, as well as make the rest of Maryland more purple.

If this was offered as a compromise I can see Republicans getting on board with it.

Taxation without representation.

Denying 700,000 people — more than the population of Vermont and Wyoming — representation in Congress even though they pay more federal income tax than 22 states is the definition of injustice.

The “federal district” as specified in the Constitution can be preserved for federal buildings while the rest of D.C., where people actually live, can be recognized as a state.

How would any other citizen feel if they, like D.C. residents, had only limited control of affairs within their own borders. That's right, the city’s budget and every law the city council passes are subject to approval by Congress. A Congress in which they have no representation.

Same thing with my home state California. Los Angeles and Bay Area pretty much control the whole state. Let’s split CA in half from north to south.

Why would they just not join Maryland?

For one thing, I'm pretty sure it's illegal to force a state to change its boundaries against its will. If Maryland wants to incorporate DC, its congressional delegation will need to submit a bill to this effect. And DC would have to agree to it as well. As would Congress. And that's assuming that there still would remain an independent federal district.
