A recent report out of North Carolina is receiving national attention for spotlighting a case revolving around a six-year-old boy who was forced to appear in court for allegedly picking a tulip from a yard at his bus stop.
Bridges’ damning report also notes that—between 2015 and 2018—nearly 7,300 complaints were filed against children between the ages of 6 and 11. And of those complaints, 47 percent were against Black children, despite the fact that just 22 percent of the state’s population is Black, while 70 percent is white.
In other words, a proportionate number of the children are white.
Children under 12 should only be defendants in a court if violence is involved, and it is the parents or guardians who need to be held responsible for restitution. Even in cases of violence the focus ought to be on rehabilitation and getting the family parenting classes and other interventions.

No, it's disproportionate. Approx half the number of white children are in courts, if you're just randomly selecting.

But it's not random selection. It's selection based on bad behavior.

We had an issue once with vandalism. Our suburb (at the time) borders Hillside, IL, which is 42% black, the predominant demographic in that town. A 12-year-old black boy just walking down our street, goofing around with his buddies, knocked a costly ($500+), large, urn-style pottery planter off one of the stone pillars at the entrance to our driveway. It shattered upon impact. There were multiple witnesses and the boy was quickly caught. The police issued a citation and a court date was set. We went to the court date and so did the boy and his parents. They were upset and very worried about what was going to happen to the boy.
We told the judge all we wanted was restitution and requested that no further action by the court be taken as we did not want to tarnish the boy's record for a momentary lapse in judgment. The judge agreed and dismissed the charges. The parents were very relieved, but it was clear that $500+ was a lot of money for them. The father paid right then and there, on the spot. He also mentioned that the boy would be working off that debt doing odd jobs, mowing/shoveling in their neighborhood, etc., for as long as it took to pay their family back for what he cost them.
I hope that made enough of an impression on the boy that he wouldn't ever think of vandalizing anyone else's property ever again. That's an important lesson to learn at a young age. It also helped that the boy clearly had a father present in his life that was willing to show by example and teach him to do the responsible thing. Many black kids do not.
