they are 13 and 15, their names should not be given out. If they are found guilty then at that point that information should become public. There is a big difference between 17 and 13.
Actually, I don't think that any suspects for any crimes should be named. After all, they're still presumed innocent. If they are later found guilty in a court of law, then they should be identified.

Exactly. I moved there, registered as a Democrat, in the mid-80s. Didn't take long to see with my own eyes what a failure social programs meant to help the poor really were. I didn't stay registered as a (D) after seeing that first-hand. Don't judge a government program by its intentions; judge it on its results.
