However the constraints he was under was never going to permit that.
It's easy to look at a series of events after the fact in isolation, and determine if this had happened here, and that there, we might have reduced the death toll by some huge amount, say 80%. However while the president has broad powers to act in defense of the US (and its people) pragmatically he couldn't.
Now that's not to say he didn't have some hollers, but, to unilaterally enforce policies that reduce infection rates and deaths by around 80% there would be civil disturbances the like of which the US hasn't seen since the Civil War. Not much point in having 400k people killed preventing 400k people dying of Covid.
