Nine and ten are tied in my opinion. Which one will have to move over for President Joe Biden?
May I gently suggest the title of this thread is just a tad ambitious?
Anything that would grant you some more perspective, for instance: Biden isn't fit to tie James K Polk's shoes - let alone be included in a top 10 Presidents list - might be helpful.
A better question might be: If Biden did somehow miraculously make the top 10 Presidents list - would he be compos mentis enough to even realize it?

FDR won re-election three times. Trump never won even a majority and lost his bid for re-election by the largest margin of an incumbent since the guy FDR beat the first time - and then lied about it and tried to bring down our democracy. Not many lists will have Trump anywhere but last when the dust has settled. As for Joe. It depends. If they dump the filibuster and meaningful address all the problems and inequities that have come from the policies of Reagan, then he will be revered for some years just as FDR was in his day.

That’s an impressive list, but what in God’s name is Trump doing on it? I would grant you the rest of your list based on accomplishments and performance during crisis. Trump has no accomplishments and failed to lead when presented with the Covid-19 crisis. He is the only one that lost re-election; that ought to tell you something.

John Adams lost re-election and Truman stood down for a third term when it was obvious he would lose (he still legally could have); and
Trump's Operation Warp Speed was masterful at overcoming most bureaucratic resistance to anything being done quickly. What else was Trump supposed to do "to lead when presented with the Covid-19 crisis"? Nationwide lockdown?
So were Washington, Jackson and Polk, but that didn’t keep them off the list.
