Sen. Joe Manchin (D-W.Va.) said on Thursday after visiting the U.S.-Mexico border that it is "past time" for Congress to address immigration reform, including a path to citizenship, and called the border surge a "crisis."

Could someone please tell me what passing a so-called reform aka amnesty bill has to do with the border crisis right now since amnesty would only be for those already here illegally? What's he proposing? Giving amnesty and a path to citizenship for those still on the Mexican side of the border and therefore it will end the crisis? WTH is he talking about? The senator makes no sense at all.
