This can't be legal. There has to be a group that will sue NYS and let a judge decide.

Sure it's legal. The stimulus gave states buckets of money to spend. It just has to be covid related.
NYS got $23 billion from that stimulus bill.

A total of $350 billion was in that bill and is going to states to spend as they want as long as it's covid related.

I'd wager they will find some way to say their budget deficits are covid related and just fill up their own kitty.
