Just talked to the agent again. The foreigners signed up Obamacare. As long as they are legally here, they can do that. The insurance companies only require the proof of a valid visa and entry paper I94 once or twice a year.
This actually fits perfectly for the law.

Visitors to the US are not eligible for ACA. Categories eligible are listed on healthcare.gov.

Would you let a Mexican "doctor" work on you? One day the guy is mowing your lawn the next day he is performing brain surgery. I don't think so. The Mexican healthcare system is bad the Mexicans don't want their fellow countrymen working on them. They want the white devil treating them.
It works slightly differently.
When you want a medical procedure that is not covered by your medical insurance (and it doesn't cover a lot) and you're in San Diego, you make an appointment with an American doctor and he doesn't want you to come and waste his time. You have to call him on the phone. Then, you deal with his assistants after paying $$$. He only comes to the most important part when you're ready to spend $$$$.
You go to the selected doctor and speak to him for 30 minutes. He charges only $50 and explains that the procedure will cost 25% of what the American doctor wants. You notice many people who are also waiting in the office, many are Latinos, but some are not.

Since the enactment of Obamacare and the mandate that insurance companies must cover pre-existing conditions, foreigners are flooding to the US seeking health care. Here's how it works - word for word from my insurance agent. They are making money hand-over-fist because of this.
Let's say the person needs some serious medical care which would have cost him $1,000,000 before, but:
1. He comes to the US and signs up with an insurance company for a low copay and low deductible plan.
2. He pays the premium of $1500/month - the insurance company can't turn him down because of his pre-existing condition.
3. He goes to see the doctors, gets treatments, rakes up a huge amount of medical bills.
4. The doctors and hospitals bill the insurance company and the insurance company pays the bills.
So, if the treatments last a year, this guy would be out $1500x12 + copay+deductable - a hell of less than the $1,000,000 he planned to spend.
I'll let you guess who the suckers are.

News flash: You'll wait months here to see a specialist and schedule surgery as well. And if it's an emergency, you get surgery right away, but you still take what you can get.
