What Congress did by passing the Act of 1871 was create an entirely new document, a constitution for the government of the District of Columbia, an INCORPORATED government. This newly altered Constitution was not intended to benefit the Republic. It benefits only the corporation of the UNITED STATES OF AMERICA and operates entirely outside the original (organic) Constitution.
I would say that's wrong and that you have the wrong interpretation.
The US Constitution is still the constitution that applies in DC.
The chain of government just goes straight from city to federal authority instead of from city -> state -> federal.

I didn't paid attention in chemistry and biology classes. The difference is that I'm self aware and would never go around posting in forums claiming to have discovered some secret sciencey things.
I'd suggest the OP do the same with history.
