St. Louis has the 7th highest homicide rate in the world of medium to large sized cities.
St. Louis, Missouri ranks 7th with a 2020 homicide rate of 88 per 100,000 residents.
The highest worldwide was Celaya, Mexico at 109 per 100,000. Tijuana at 105 per 100,000. Juarez at 103 per 100,000.
St. Louis has the highest homicide rate of any city outside of Mexico world-wide.
The United States was tied for 2nd place in cities with the top 25 most violent cities in the world with 4 out of 25 of the most homicide rate cities in America.
Baltimore, New Orleans and Memphis have similar rates of homicide to Caracus.
Baltimore had 56 per 100,000 and was ranked #16
New Orleans had 52 per 100,000 and ranked #21
Memphis had 51 homicides per 100,000 residents and was ranked #24
St Louis has a declining population, it's probably already fallen below 300K population, and will therefore no longer qualify to be on these lists (criteria is a population of at least 300K in the city proper).
Still, St Louis is a bloodbath, and with the election of the new mayor, has hammered the final nail in the coffin. The city will become unlivable very soon.
Why do these largely Black populated and Black run cities have these problems? Is it the policies they put in place? Is there too much big government or too little government in these cities?

Many so called "black communities" have a large, sociopathic, criminal element. We can debate as to why this is- I believe it is due to a pathological "ghetto" culture, which drives young black males to embrace criminality and young black females to embrace whoredom.
St Louis isn't even majority black, which means that the north side of the city (which is heavily black populated) must be like Mordor.

Since most of these cities are Democratic dominated cities. We can assume they mostly follow Democratic policies for running them. That's about more government intervention and regulations. Would these cities be better run with more Republican market oriented policies?
Why do these largely Black populated and Black run cities have these problems? Is it the policies they put in place? Is there too much big government or too little government in these cities?
Probably same reason so many Black run countries are in the same boat. It all comes down to corruption. And they use gang/militia war tactics to get the upper hand on things, not the softer approach of corruption White leaders use like religious factions.

Ask yourself this. Where did such a ghetto culture come from? I'd go read up on Thomas Sowell to get an idea.
I would take this case by case. St. Louis is really bad. I also think about this. Atlanta is 52% Black, and therefore, majority Black. Atlanta's homicide rate was trending downward during the 2010s and is about 4 times lower than St. Louis (even with the recent crime wave of 2020). In fact, I think about this.

Georgia's murder rate: 6.2 per 100,000
Both states have murder rates above the national average. However, Missouri is in the top 5 for murder. Georgia's murder rate is markedly lower (it's lower than that of Tennessee, Oklahoma, and Illinois). Georgia has far more Blacks than Missouri. Atlanta is majority Black. And yet, both St. Louis and Missouri have much higher murder rates than Atlanta or Georgia.

Missouri has often recorded the highest Black homicide rates in the country over the last 14 years. Other states that have cracked #1 for Black homicide rates include Nebraska, Pennsylvania, and Indiana.
A good question is this. What are the dynamics going on in Missouri (and St. Louis) that aren't as prevalent in Georgia (and Atlanta)? Why does Atlanta seem to be doing better than St. Louis?

St. Louis is in a Republican state. I don't think so.
Tulsa and Oklahoma City are Republican cities, located in one of the most Republican states in America. Oklahoma has one of the highest Black homicide rates in the country. It looks like Black neighborhoods in Tulsa and Oklahoma City aren't doing very well. Oklahoma also has one the highest incarceration rate in America. And one of the highest Black incarceration rates in America.
