Keep in mind around the same time this memo/directive was issued NY Governor Cuomo was deploying the NY National Guard to surround the NYC suburb of New Rochelle. I think Cuomo was the first governor to use the NG.
So two leftist governors thinking/using the National Guard early in the virus last spring. Just like many leftist governors used nursing homes to dump virus patients. One must ask who provided their playbook.
Make no mistake, if the powers that be feel threatened enough by the peasantry, they'll use whatever means at their disposal (all the way up to nukes) to retain power.

California Governor Newsom authorized/preauthorized the use of National Guard fighter jets to 'frighten' and/or disperse protestors if the anti lockdown protests got too big last March. Same for election protestors. F-15s. National Guard less than thrilled with that directive.
Yet Newsom and other liberal governors really didn't bother with military hospital ships sent to aid their states/cities.
I think the one in LA saw around 70 patients.
But that wasn't good enough, so he also had to pay $500,000/month to rent out Sleep Train Arena for all of the COVID cases...that saw a grand total of 9 cases.
This doesn’t sound right to me. An F15 buzzing a crowd in the middle of a city with tall buildings all around.
Does that actually sound feasible to anyone?
I think Newsome is a complete idiot, but I don’t believe even he is dumb enough to order this nonsense.
This sounds exactly like the stupid crap the media used to pull on Trump. Say he said the most stupidest things with zero proof to back it up.
I think that's part of the issue and probably why some spoke up.
