Any event that has more than 3 people, unmasked, in ANY setting (indoor/outdoor) is deemed a super spreader by the Covid nazis.
Unless it's a riot, of course.

Unless a massive amount of illegals attended the Derby, I would have been ok with not wearing a mask.

It is like someone smoking pot or cigarettes in the same room as 1000's, but no one can smell it.
They must be wearing a mask while they smoke.
