How can you fail to see the difference between a health form and requiring an experimental vaccine?
His point is that the State of Florida makes the law, not cruise ships and not the Centers for Disease Control. The representatives elected by the people of Florida make the laws, not bureaucrats in federal agencies and not business people in corporations.
I doubt we will cruise this year, but I agree with DeSantis on this.
The cruise ships can choose not to sail out of Florida if that is what they prefer.
So how is a health form requirement different than a vaccine which has offered protection against the virus, tell me the difference.
Yes the state of Florida makes cruise ship laws and the CDC issues guidance, was anyone arguing otherwise. The issue is the sensibility of banning proof of vaccines which many states, countries and cruise lines have established. Why is he making life more difficult.

Well gee, on the form you are checking yes or no boxes on a piece of paper. With a vaccine, you are injecting an somewhat unknown substance into your body. While the vaccine (it is not even really a vaccine BTW) seems to offer protection against COVID, it is not foolproof and in fact there have been deadly consequences from taking it.

A vaccine record is no different than a health form other than it is formal, the vaccine works much as you attempt to deny that simple fact. Vaccines are required in many instances and in this case it's around 90-95% effective whatever that has to do with your point.
So are health forms a violation of Freedom 101, how about schools requiring measles vaccines, over reach?
Yes he is making it more complicated for the cruise lines that don't seem to have an issue, this is the only state I know of going backwards.

Telling cruise operators how to run their business doesn't seem like small government to me, but to each their own.
FL and the CDC are having a head butting contest and the cruise lines are stuck in the middle, trying to appease both, with confusing rules so no one knows what the hell to do.
