The 16th amendment changed the form of government in the USA from the republican form, to the socialist democrat form.

Unfortunately it would be hard to craft a legal statement to stop it. Even if you create a "single-purpose bill" amendment to the Constitution, this all falls under the "single purpose" of budget. Unless you could force Congress to break it down into funding Federal concerns vs grants to state and local projects.

Good for her, certainly. And good for Democrats. Another mechanism by which they can buy votes.

And by ready transfer, anything that's good for Democrats is good for the country.

Just ask them.
