Largely as a result of French occupation of those areas, correct? Algeria only became independent in 1962 as far as I understand. I'm sure Tunisia, Morocco and others were granted/gained independence around the same time.

I have yet to encounter any such neighbourhoods anywhere in Spain. Petty crime? sure. Lots of pickpocketing and scamming in various tourist areas, maybe the occasional mugging in the worst cases. But anywhere where my life is in danger? Not even close. I've also spent some time in various German cities and from what I've encountered, there simply aren't areas of the major cities where it's guaranteed that you'll be risking your own safety if you go there. Sure, there are poor areas, areas with many immigrants, and areas with lots of petty crime, and it would be wrong to say that no violent crimes happen at all across the EU, but neighbourhoods on the level of ghettos in the USA simply don't exist. Nearly every major US city - New York, Boston, Detroit, Chicago, LA, etc have areas where you simply don't go, there is no comparison to that here in western Europe.
