Like I said a while back about all of the changes like not prosecuting, cutting budgets, demonizing the officers etc. while other places are instituting more reforms without all of the extra rancor.....we will get to see what works and what doesn't and then learn from that.
It's not often that one can find a job where they're spat on, cursed at, and forced to deal with the dregs of society, while their bosses not only fail to back them up, but actively speak against them. So, yeah, it's hard to imagine why more people aren't flocking to become police officers in San Francisco.
Just lower the standards until you get enough applicants.

Sure why not? Just lower the standards. They have done that with so many other things from the military physical training to dumping advanced math classes in schools.
The problem with lowering the standards is that you will get people that have no business having access to a gun in a heated adrenaline pumping situation.
A drop in a recruits? What else did they expect after spending years turning cops into the enemy of the People, well some People.

Many departments have already done that. Physical requirements lowered, height requirements lowered. San Francisco needs to make sure it fills quota's for all protected classes. Perhaps that will help them with recruiting.
Police shortage adds to the housing crisis in California. When people say housing is unaffordable, they mean unaffordable in the livable areas. People are paying a lot of money to be in a safe, predominantly white town. We'll see more gated communities and segregation.
