There should be a way to ramp down unemployment benefits, so there is still a safety net but it is combined with a stronger motivation to gain employment.

There is a safety net-it's called "work". If there were no unfilled jobs in this country it would be one thing...but that's not the case. Everywhere I've seen is hiring. Jobs are there if people are actually willing to get off their butts and go to work.
