Wow! What a great company perk! The boss gets to blow up the employees' "free" phone without paying them every time they have a question about a toy return.
Meanwhile Walmart pays their workers so poorly that they still qualify for government benefits. Either the income qualification for benefits is too high, or the pay is too low. Benefits are just a way for an employer to control how their employees’ wages are spent.
Question for the other readers, if you were getting paid $12/hour 35 hours/week, would you solely use the Walmart phone, or would you pay for your own second phone?

True. I have a work cellphone for my out of state traveling job, which is appropriate. Patients need to call me and I return it at the end of my trip. But one of the weirdo former employees tracked my location on GPS. He had zero reason to be doing this. He wasn't my superior or anything; just a coworker who worked remotely. He lived on the East Coast and I work in Alaska. One day while I was on a work trip, I went on my off time to the grocery store to buy whatever. He texted me and said, "What are you buying at the store?" Freaked me completely out. I said, "How do you know I'm at the grocery store? He said, "I've got you on GPS. I just wanted to be sure you're safe." I actually felt scared then. Fortunately he quit soon afterward. The boss said he was "strange." Understatement of the year.
