Yes. That was the goal of the Ted Kennedy immigration "reform" bill back in 1965. It's a crime the GOP never reformed that bill over the last 60 years despite having numerous chances to do so. Not all cultures are the same and just because a person wants to come here does not mean we should let them in. Do you actually think that the Democrats would go along with reducing legal immigration? They cry racism, etc. every time that a Republican tries to do that. Trump tried it and he got the same response. I don't know where these chances are that you speak of as it takes a combined effort in congress to pass any legislation.
The Democrats don't even mind illegal immigration and in fact want another amnesty for them. Anything to do with "immigration" the Democrats don't want to curb and yes we should not allow unskilled, poor and uneducated "immigrants" into our country. They are a burden to our society.

We shouldn't allow ANYONE in - not even the world's most intelligent.
Why?
"BRAIN DRAIN". When we take geniuses from India (who will work for less money in America, to be sure) we are taking the intelligent class away from places like India who need their most intelligent class.
In Africa, South America, Asia - same thing. We should not be stealing their most intelligent away as those continents needs them.
But liberals (and make no mistake many "republicans" really are liberals in many of their actions and views) don't really care about that - again, feeding into the conspiracy that they really always do have ulterior motives in most everything they do.
One might also surmise that the elites that are replacing Americans, are replacing the more intelligent Americans with less intelligent (lower IQ) non-Americans who are more easily manipulated and controlled.
(The decline in Americans' IQ average over the last several decades is an indication of that.)
You can't have socialism and communism without getting rid of the most intelligent people because intelligent people want to have freedom of expression, speech, and be able to research "the truth" and just plain and simple grow themselves, and these sorts of governments that dictate your existence from minute to minute and have heavy use of censorship and propaganda to put on a phony front of how good things are, governments like North Korea, basically have to "get rid" of all the more intelligent people and anyone that wants to grow from what they once were because in dictatorships your whole life is determined. This is why there is very little societal progress in communist governments, and in fact most of them import all their goods from elsewhere and design and engineer very little of their own things but rather copy from others. Nobody wants to live in nations like this except ones that are groomed from birth to enjoy having their lives micro-managed and be in a sort of societal collective where duty to the state comes first.
Some people can't handle that much freedom... they'd rather have the comfort of having everything predetermined for them so they don't have to take independent action. These people can't be allowed to dictate to everyone else how to live though.

I guess you don't have to believe it's a conspiracy to see it happening and admit it is happening, concerted or otherwise.

Another bit to socialism and communism is removing the middle class and only having a 2 class system..the rich and everyone else.
And the US is slowly doing that. Move the white collar college degreed jobs to other countries. What is left are low paying service jobs and who best to do that but uneducated poor illegals.
This is just window dressing on the same racial hysteria some people have about the fact white people are going to become a minority in America.
