Many work from home. I do. My office is close by but since the pandemic we had the option to work from home. I choose to for a bit and then got used to it. Technically shouldn’t I just be required to be tested if I go into the office? I’m not vaccinated because I had Covid and at this point it I’m a believer in natural immunities.

...Covered employers must develop, implement, and enforce a mandatory COVID-19 vaccination policy, with an exception for employers that instead adopt a policy requiring employees to either get vaccinated or elect to undergo regular COVID-19 testing and wear a face covering at work in lieu of vaccination...

Don't want the vax? Don't get it.
What you quoted is not related to his question.
But the answer is no, they made an exception for employees who telecommute.
If your employer feels that may change, they could require the vaccine anyways. In fact, they could just require it regardless unless you're in a state like Florida or Texas.

See that is what I am worried about. My company is based in Georgia and about 70% of the company is remote workers. I live in Florida. I am just not sure how this will play out. Any company could choose just to mandate everyone to get vaccinated despite that people are remote workers.
Your employer will notify you about their policy. My spouse works remotely. His employer required that he submit proof of vaccination by October 1st.
I work from home and have for many years (pre covid). My employer has well over 100 employees and they asked for Vax confirmation and i had to scan my card and upload it.. I have many colleagues that are not getting vaxxed... My employer has not said it was mandatory, just that if you have been vaxxed, upload your card.. etc.
Those who have not been vaxxed are curious what will become of it but i would think if you work from home, you wouldn't need to be vaxxed but i am not confident enough in this administration to recognize the difference or even care..

Since you're likely just going to present the documents via email, I'd fake them. You can print out the CDC card at a local printer, and fill it out yourself. It's much harder to tell a fake when it's photographed then when someone holds it in their hand.
Go ask your friend for their vax card and copy down everything inside it.
Most likely the employer will ask to sign an attestation that you're fully vaxxed without even disclosing any document.
The principled thing to do would be to quit, and organize. But, everyone needs to eat.
My niece works for a medical billing company here in NYS. She and the other workers work entirely from home as they closed the facility where they used to work due to Covid - she is required to get the vaccine even though she works from home.
Page 63-64, answering some questions about those "working from home", or "outdoors" (they are exempt):
"Beyond that, OSHA’s grave danger determination exempts several categories of workers based on characteristics of their work or workplace: 1) workers who do not report to a workplace where other individuals are present or who telework from home; and 2) workers who perform their work exclusively outdoors. The basis for these exemptions is explained below."
