The UK recognizes animal as "sentient beings?" Though I'm all on board with treating animals decently it's contradictory to say they are "sentient" yet then talk of them in terms of being "owned." If they are indeed sentient that would be slavery. NV has laws on the books regarding shelter and tether/ enclosure size and livestock is treated the same as companion animals in this regard. Anyway as I said I do support decent treatment of animals but I'm afraid I have to stop short of thinking of them as fully sentient.

This has been claimed a few times but it isn't quite correct. The bill was vetoed, period, doesn't matter if the legislature is in session or not. A veto is the _only_ way a bill sent to the governor can be sent back. If the legislature is not in session, then the governor has to file his veto with the secretary of state and communicated via a public declaration, that is the only difference.
