Even for those areas without easy access, there are still providers for dial up service.
I had to use it for over 20 years.
Next house, access was from the phone company.
People dont have to go without.
Inferior? Sure, but so is a 16 year old car to a new one. People in rural areas need to dig wells and septic systems. Should the government pay for municipal water and sewer to all?
Over the years, companies have continued to expand their coverage. They'll continue to do so.

Well, that depends.

It is one thing if he is using the money to strengthen and safeguard our system, so it can't be taken out of commission by hackers or an pulse attack, so we aren't crippled when it is taken out.

But it is quite something else if he is using it to ensure that everyone has an account, to hook the population on speed as it might be, that they become unfunctional and in withdrawl agony when the system is taken away from them, and that they must pay every increasing fees. Like that, it is vastly irresponsible at best......and criminal like a pusher much worse........

It is a necessity today. Internet should be treated as a public utility. We absolutely need to modernize out infrastructure, which includes internet service.

How can the government spy on you if you don't have an online presence?????????????????

I think the telecoms in the US are doing a tremendous job at getting people connected...94% of Americans do have internet access today.

Dial-up service is like trying to tell someone that a hand-pump well and out-house is the same as indoor plumbing. I have lived with both. If you want to maintain a population of those who could have better, you need to bring in a minimal level of service. That level of service allows for video conferencing, quick transactions for business, and enough download speed for streaming. You need 6MB down and 2MB up per person in the household. That is a minimal amount of service for most professional needs. Basic dial-up service will not cover it.

Cell-phone service is not going to cover it either. Those plans are normally limited and/or speed-constrained. Yes, 5G will eventually get us there, but the service also has to be cost-effective. To make it cost-effective, the provider needs the government to put the infrastructure in. I would be happy with a several hundred satellites for Starlink and a tax-refund for the purchase of the equipment to access it.
