I’m thinking trump feels that Rudy has already made enough money off of him by selling the access that he bestowed on Rudy. He doesn’t need to give Rudy any more compensation because their relationship allowed Rudy to charge a high price for the things like the possibility of a pardon or the promise to influence staff changes at an embassy. Many paid big bucks to have Rudy make their case and maybe influence Donald. In trumps mind, Rudy has already come out ahead and made his money.

That Giuliani was under the impression he wouldn't get stiffed like so many others who've dealt with Trump is a pretty good indication how far his mental skills have declined. It would be sad if it weren't rife with karmic justice.
