It wouldn't be Texas state police. It would be the Sergeant-at-Arms of the Texas legislature. And Texas law says he (or his officers) can go wherever they want to find the truant Democrats and "compel" them to return and show up for the special session.

Whether they'll actually have the huevos to do that, remains to be seen.

Won't matter.
The Texas Republicans have regularly taken the Texas Democrats out behind the woodshed, and they will continue to do so.
What in the bill?..........
  • Ban after-hours voting.
  • Prohibit ballot drop boxes and drive-through voting centers.
  • Mandate all weekday early voting take place sometime between 6 a.m. and 9 p.m., though draft language would further limit Sunday early voting to a maximum between the hours of 1 p.m. and 9 p.m.
  • Make it illegal for elections officials to send applications to vote by mail to people who did not request one.
  • Bar counties from helping facilitate the distribution of unsolicited ballot requests.
  • Require voters requesting absentee ballot to provide their driver's license number or Social Security number on both their request for a ballot and their return envelope containing their ballot.
  • Impose $1,000-a-day fines on local election officials who do not follow prescribed procedures to update their voter rolls, and criminal penalties on election workers who obstruct poll-watchers.
Pretty scary stuff, Huh, Libs?

Texas has no legal authority to authorize anything in another state.

Breaking Quorum Again: Texas Democrats Are Planning to Flee the State to Protect Voting Rights
July 12, 2021

In spite of risking arrest for leaving town during the ongoing special session, Texas Democrats are apparently heading to Washington in an effort to halt Republican priorities such as voter restriction and prohibiting transgender youth from competing in school sports.

As reported by NBC, at least 58 Democratic members of the state House of Representatives are expected to bolt from Austin on Monday, in an effort to block the measures from advancing which would paralyze the chamber, stopping business until the lawmakers return to town or the session ends. Texan Democrats have already seemed to have broken quorum, with many of them absent during the floor session upon adjournment and ready to fly to Washington D.C with the objective of rallying federal support instead.

This new move comes six weeks after their first walk-out successfully stopped voter restriction and bail reform, and as breaking legislative quorum in Texas requires leaving the state, Democrats are apparently expecting to be tracked down by the Department of Public Safety.

With Republican priorities being fast paced in the special session -HB3 and SB1 votes expected to happen this week after marathonic hearings- there are little options left for Democrats, as Governor Greg Abbott has enough power to call as many sessions as he wants.

With a requirement of 55 of 67 Democrats leaving the state to block a vote in the State House and 11 of 13 Democrats in the Senate, according to the New York Times, the escape follows several days of internal deliberations about how aggressively to resist the Republican proposals on voting.
But they are representing their districts.

By refusing to vote on legislation? That's an interesting take. I wish all Democrats would represent their districts by fleeing the country and never voting on anything again. They can take their voters with them.
