The theft and street crime in bad is SF. Criminals have taken over in more ways than one in cities like Philadelphia because it comes down to lawlessness. A blatant disreguard. If the small stuff is ignored sooner or later the big stuff starts like murder.

In other words a crackdown is needed on quality of life crimes before they escalate and/or become part of larger crime.

Going soft on the law is not going to make things any better. At the same time, there are some issues that strong prosecution will solve. We can lock up alot of murderers today. However, this won't scare the thugs/hood rats coming up. This is a generational problem. Getting soft on the law will make things worse. Getting tough won't prevent future problems. Future problems start at home.

Those violent murderers were once kids. I'm willing to be alot of those murderers were doomed from day one. No father at home. The mother couldn't really raise said child properly. Or said child grew up with the grandmother because mother was just that bad. Kids joining gangs because the gangs are more like family than the blood family they have. And then consider the kids growing up in an environment where "kill or be killed" is the rule. Failure to use violence to get one's point across is considered weakness. An environment where going to jail is considered "cool". When there is no shame is going to prison, or when it's considered the norm, that is something enforcing laws won't solve. People who truly believe themselves to be hopeless and don't see a future for themselves. People who can't get jobs. People who see that selling drugs will make more money than working a regular job.
