I don't think a college degree is necessary but the immigration system should based on merit not random selection. Canada and Australia both have a merit system and it seem to work fine.
Canada's immigration seems to be dominated by China and India. The European share is declining and Latin American, Middle Eastern, and the African shares are fairly modest.
The diversity visa lottery is one of the most illogical and ridiculous policies ever implemented by the federal government. The American people NEVER consented or agreed to any sort of "diversity commitment" when it comes to immigration or the granting of visas. This "commitment" is not one made by the American people. It was dreamed up by Utopian progressives and continued by corporate Republicans. It was a win-win for both groups: the progressives could feel good about themselves and signal how compassionate they are, and the corporations got a whole lot of cheap labor. Who in their right mind actually stays up at night and worries that there aren't enough Mongolian, or Eswatini, or Latvian, or Moldovan, or Nepalese immigrants????
It depends upon what metric a society values, such as diversity for the sake of diversity, good cuisine and other cultural aspects, intelligence, countries known for their attractiveness or famous for their models, or overall economic capital. I think a diversity lotto fused with some kind of merit requirements makes sense.

This is about the dumbest proposal imaginable. If people are suffering legitimate persecution then they need to apply for refugee status. They don't need a lotto.

At least Canada immigrants are skilled, and the neighbourhoods are safer in Canadian cities than US cities. I rather a skilled person from India that can invest in a business in my country, rather than a person on Europe leaching the system. BTW I have encountered some European immigrants leaching the system who came to my country many years ago but are not skilled at all, and restorted to criminal activities.
