Anyone who has lived in California for the last year(or since he got elected) knows the answer to that question.
When he thinks he is safe..he does what he wants. When he sees the threat he does what he thinks the constituents want, and when that fails figures he could send some money out from the budget "surplus".

After that ruling he still claims the recall is party politics? California is securely blue. No, it's not because he's a Democrat, it's him.

"The door is wide open now. It's gonna happen... whether you like it or not!"
Newsolini is a garbage Governor. He's made COVID policy out of spite, not science. When he re-closed the beaches last year it was like someone dared to cross him, he couldn't care less that the science didn't support it.
Does Gov. Gavin Newsom (D-CA) intend to do what his constituents want? Or ram his own agenda down their throats?
How close to the election are we?
