"is" what? Harassments? The courts have ruled in every jurisdiction, that not to be the case. For that to be true, all the government cameras on every corner inside and outside of buildings and streets would be harassment, too.
Who's camera it is matters? Branzburg v. Hayes 408 US 665 - 1972 says otherwise.
Mr. I know the law better than the cops, got a huge payday coming, with all the government employees, including the cops on the scene, surrendering their qualified immunity to him, as he quoted the law and they still conspired to violate and then successfully violated his rights under the threat of violence.
