Actually looks like you are the one who misunderstood, or don't know the current info by CDC.

That fewer than 50% of adults are fully vaccinated remains the primary problem. The number of those aged 12-17 who have been fully vaccinated is very low.
Here’s the most current fully vaccinated rate by state. Alabama is the lowest at 34.2% of adults. What the per state rates don’t show are the regions ( counties) within each state that are dragging the state rankings down.
And it’s those regions experiencing clusters of infection.

A high viral load in the nose does not necessarily translate to higher rates of transmission, they argue.
