I think the larger question is how do you improve the vaccination rate in groups who don’t want it? Blacks happen to have a high opt out rate.

Yep. "70.8% are white, and only 12.6% are Black" would be shocking if there were equal amounts of blacks and whites in NY. But that is not the case.

But white people are 70.4% of the population. Blacks 17.3%.

Taken another way. About 4 million people in NY state have not gotten the vaccine.
