I feel like there's more to the story, but if this is all true then the people of Chicago are a special kind of "woke" and probably need to be walled in to keep them from escaping:
The whole thing sounds a little...bizarre. If people in Chicago are really that lobotomized then maybe we have bigger issues than Russia, global warming, or gluten.
