Why do you think this would minimize the risk of more deadly variants evolving and taking hold and/or afford us an opportunity to get ahead of them? Wouldn't we be better positioned to fight these variants at a later date, when we've completed more studies and learned more about potential treatments and preventatives?

We have the vaccine. That would be to prevent illness. But on 15% of the world is vaccinated so it will keep mutating at a rate faster than we can keep up. And a big percentage do not want to take the vaccine. And as the UK SAGE report states. The problem with treatment is people are asymptomatic for days before they start feeling sick. By that time treatments are much less effective.
Africa and South America are not countries but continents. Anyway, many countries are not as individualistic as the U.S. and would not do something so incredibly selfish and risky.
