Take them away before they leave the hospital at birth. That’s what they would do if they truly cared. They don’t.

First you would have to figure out which mothers aren't fit for raising children.

Good foster parents who are in it for the right reasons - bless them. To me it seems like truly a selfless thing to help others and society. But there are definitely fewer good foster homes than there are kids in need of them, and I tip my hat to the good ones. I wish I had it in me. Even more gets foster families will not, unfortunately, end sad stories like this where so much harm is done before the kids reach foster care.

As I pointed out above,the pool of foster and/or adoptive parents is seriously limited if the placements must be same race.
