And how do you classify the worst of the criminals, politicians?

Just bear in mind there's a number of inmates in our prisons and jails that are completely innocent! You don't recall the news stories of those in prison, and even in Death Row, who were released, and were innocent the whole time they were there?

Texas has done that too.

Prior to this year, inmates were referred to as "offenders" by the Penal System.

Now they're officially called residents.
