There is nothing he can do except put on an act in front of the cameras. The restaurants, schools, colleges, stores, hotels, alcohol establishments are going to be packed the next month with Delta variant in the air and he can't do a thing.
It's interesting how there is basically nothing Biden can do. The schools are opening loud and proud across America in the next week or two with 30 to 40 unvaccinated kids per class, the majority wear masks that are low-quality becuase N-95 masks are still in limited supply and expensive so.
