An upsurge in what? Cases? Apparently these tests aren't reliable. Deaths? It's been long demonstrated that "with Covid" is being treated as "by Covid"

When OK cracks top 20 in fatalities per capita or top 30 in infection fatality rate, then maybe we can talk about it being a surge.
