Are we going to be proactive about this or reactive?

Because we had intel that there could have been a possible attack three days ago and then there was. It seemed that our response was reactive rather than proactive.

Are we going to be stupid enough to let it happen again?

How proactive?

They knew about the previous attack. They told Americans to not come to the gates because of an imminent threat the hours before the last attack.
